The Install or Upgrade Repository wizard login window is unable to detect the Oracle instant client home installed on the machine.

Locate the following Key:
For 32-bit machines: HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE
For 64-bit machines: HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\ORACLE
Right click on ORACLE node and click on New | Key | Name the new key KEY_OraClient11g_home1
Right click on new key KEY_Oraclient11g_home1 and click New | String | Create the following values specific to your environment:
ORACLE_HOME instantclient_11_2
ORACLE_HOME_NAME OraClient11g_home1
TNS_ADMIN c:\instantclient_11_2\network\admin
NLS_LANG AMERICAN_AMERICA.UTF8
Navigate to your instant client folder (e.g. instantclient_11_2) and create the following empty directories:
C:\instantclient_11_2\bin
C:\instantclient_11_2\vc8
C:\instantclient_11_2\vc9
Ensure that the instant client directory (c:\instantclient_11_2) is in the PATH environment variable.
