While trying to start the Archive Manager services in Services.msc, they fail to start with the error:
"Could not start the Archive Manager <servicename> service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion."
It will also generate an Event Viewer entry:

There are two possible causes to this problem:
1) The service is running as the 'Localsystem' account instead of the ArchiveMgr_Service account.
2) The Microsoft .NET Runtime version 1.1 is not installed or has become corrupted.
1) Change the account for the service to 'ArchiveMgr_Service'.
2) Install .NET Runtime 1.1 and .NET Runtime 1.1 SP1 on the Archive Manager server.
