Microsoft Office Outlook cannot provide form scripting support (4239449)

When trying to open a stripped message from within Outlook using Terminal Services the following error may be received:

'Microsoft Office Outlook cannot provide form scripting support.
This feature is not available.
To make this feature available, run Setup again, click "Add Remove Features" and change the feature to "Run from my Computer.'

The Outlvbs.dll file is not located in the OutlookXX folder under Program Files\Microsoft Office\
