How to transfer Saved SQL from a Toad for Oracle that is between versions 8.5 and 9.5 over to a Toad for Oracle that is a version 9.6.1.

Resolution
1) In the older version of Toad you will want to find the SavedSQL.xml, located in the Toad for Oracle\User Files directory.
2) Copy and paste this file into the Toad for Oracle\User Files directory for version 9.6.1.
3) If there is a SavedSQL.dat file located in the v9.6.1 User Files directory, rename it to SavedSQL.dat.old.
4) Launch Toad and check your saved SQL. -
Additional Information
You will notice that in versions 8.5 through 9.5 the savedsql file is in a .xml format and in version 9.6 and above it is in a .dat format. When you move the file over to version 9.6 and launch Toad, it will automatically convert the .xml file to a .dat file. When this is done there will be a savesql.xml.bak and savedsql.dat file.
