After upgrade to 5.13 or later, GPOs in a pending approval state are not upgrading properly
Description
Due to changes with how approvals are created and processed in 5.13, any object in a pending approval state during an upgrade is missing required information for a successful upgrade.
Resolution
The best practice is to not have any objects in a pending approval state prior to upgrading.
If the approvals for a pre-upgrade object do not process correctly post-upgrade, reject the changes and restart the approval process.
