Resolution
Qexplain2full refers to a component that is installed with Toad for Oracle. The msi should automatically run with Toad for Oracle install and the msi is located in the installation directory of Toad for Oracle, in older versions of Toad (i.e. 9.0 and 9.1). You should not need to access it manually, but is located in the Toad for Oracle installation directory (i.e. c:\program files\quest software\toad for oracle)
