Error, "Message 2100 not found; No message file for product=RDBMS, facility=UL" when launching SQ (4227571)

Performing the following steps:

1. Click on the database menu.
2. Choose "Import" then choose SQL Loader Wizard.
3. Once in the wizard choose to the "use control file" then click "next".
4. Then browse and find the control file to use and click next.
5. Click finish.

Results in  error:  

 "Message 2100 not found; No message file for product=RDBMS, facility=UL".

Issue with client path and SQLLDR.exe location.

RESOLUTION 1:

Go to View | Options | Executables. Click the Flashlight icon for SQLLDR.exe to make Toad re-evaluate the path. Then check the path to make sure that SQLLDR.exe does exist.

RESOLUTION 2:

Verify the path the Oracle Home client that is being used and compare that to the path that is being picked up by View | Options | Executables. The beginning of the paths should match up. Make sure an Oracle_Home is defined correctly in the registry and Environmental Variables path.

NOTE: If the Oracle_Home is referenced twice in the Environment variable, delete the duplicate Oracle_Home ensuring that the correct Oracle_Home\Bin is left in the Environment Path.

RESOLUTION 3:

Install a full Oracle client as Administrator option.
