Copy/Move database feature hangs. Server side error suspends and Toad becomes unresponsive: "... cannot be run because CMDEXEC subsystem failed to load. The job has been suspended". (4226193)

When trying to use the Copy/Move database feature, Toad seems to be hung when reaching “Configure the Package Properties” window of the wizard. 

No error occurs and the screen becomes unresponsive. 

Or the following error is found on the Server side related to Toad's copy/move request:

"Step 1 of job 'TestConnectionAgentJob_6'... cannot be run because the CMDEXEC subsystem failed to load. The job has been suspended."

(Errors may be similar but refer to other failed modules.)

TROUBLESHOOTING:

Verify the the Event Viewer on the database server end for any errors or warning. 

RESOLUTION:

Verify that paths noted in Toad are correct. Toad will pick up the default paths stored by the SQL Agent. Changes on the system and server could mean the paths are incorrect. Make sure the subsystem_dll's correct location are stored and restarted the SQL Server Agent.
