An error may also be logged in the Event Viewer of that machine:
The Desktop Authority Manager Service service was unable to log on as Domain\Username with the currently configured password due to the following error: Logon failure: the user has not been granted the requested logon type at this computer.

This service account does not have the required user right "Log on as a service."
This may be caused by a Group Policy Object setting the "Log on as a service" to a specific set of accounts that does not include the account used to run the Desktop Authority services.
Locate and edit the GPO that is changing the local policy for "Log on as a service". Add the account used for the Desktop Authority services or change the account used on the services to reflect an account that is already allowed. Please refer to the following Microsoft document: "Log on as a service".
After the setting has been updated, force an update of group policy and log off and back on to the Desktop Authority server. The Desktop Authority services should now start.
