When selecting the Windows.ADMX under Group Policy Templates there are no settings loaded. -
Cause
The WIndows.ADMX file is a Base ADMX file.
The Windows base file, windows.admx, provides predefined categories and supported on text for Windows products. This section provides information about referencing the definitions from the windows.admx file for use in your .admx file

Resolution
There actually no configuration settings within the Windows.ADMX so no settings will be shown if this is the only ADMX file loaded. However it is a good idea to load this ADMX when loading any other Windows based ADMX.
