MessageStats requires access to the Administrative shares on every Exchange server it gathers against. To access Administrative shares the MessageStats service account needs to have local Administrator rights on the Exchange server.
Domain Controllers do have a local Administrators group. To gather against an Exchange server that is also a Domain Controller, the MessageStats service account needs to be added to the <Domain>\Administrators group.
