Cause
Multiple sqlnet.ora files on system -
Resolution
1. cd $TNS_ADMIN directory2. Ensure there is a sqlnet.ora with bequeath_detach=yes3. Find additional sqlnet.ora files and remove or rename3, Start the QSA agent by executing QSAStart.sh
