Error debugging a procedure using JDWP Debugger: "ORA-30683: failure establishing connection to d (4220079)

The following  error occurs when debugging a procedure using JDWP Debugger:

ORA-30683: failure establishing connection to debugger
ORA-12545: Connect failed because target host or object does not exist
ORA-06512: at "SYS.DBMS_DEBUG_JDWP", line 68
ORA-06512: at line 2

RESOLUTION   1:
1. Select Start | All Programs | Accessories | Command Prompt
2. Enter and run the following: IPCONFIG
3. There will be an IP Address number listed
4. In Toad, select   View | Toad Options | Debugger, and  enter the IP address in the HOST field of JDWP Debugger section  
5. Hit OK to apply changes

RESOLUTION 2:
Rename Toad.ini file*:
1. Exit Toad
2. Locate the Toad.ini file within the Toad home directory
3. Right click on this and select rename - rename this to TOAD_OLD.ini
4. Restart Toad and retest the issue  
* Note: Toad settings and login passwords will be lost with this change. Renaming  TOAD_OLD.ini back to TOAD.ini will regain Toad settings.
