Stubs are not created for source objects that do not have a LegacyExchangeDN
Description
A publication is created for user objects that do not have the LegacyExchangeDN attribute populated. The QCS server on the subscriber does not create stub objects for these users.
Cause
The LegacyExchangeDN attribute is required for QCS to properly publish and create stub objects. An empty LegacyExchangeDN attribute usually occurs when the user objects are hosted in one forest and the Exchange servers are hosted in a separate forest (resource forest). The user objects in the user forest do not have the LegacyExchangeDN populated and there is no GAL in this forest. The disabled user objects in the resource forest do have the LegacyExchangeDN populated
Resolution
QCS needs to be installed in the same forest as where the Exchange servers are installed. In addition, the publication needs to include the user objects that have all the Exchange attributes populated (for example, the LegacyExchangeDN attribute).
