If the account used to manually install or run a repair operation against the Backup agent on the DC is not from the same domain as where the RMAD Backup Operators group was created, the RMADBackupOperatorsGroupSID found under the following reg key does not get populated:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Dell\Recovery Manager for Active Directory
This prevents RMAD from allowing the backup to proceed.
