FMS started with a system time before the current time. FMS restarted with the current time and w (4219321)

FMS started with a different system time than current time. FMS restarted with the current time and will not start.

Cause

1. Upon FMS startup with the incorrect time value the toplogy were updated with a effective date which points to the past.
2. FMS will not startup due to a failure of loading topology types.

Workaround

1. Topology corruption will need to be addressed with the topology recreate scripts located in SOL89950.

This issue has been verified as a defect and raised as FGL-13953. This will be evaluated by our Product team for inclusion in a future release of Foglight.
