Resolution
WORKAROUND:
The "plan did not start" message comes up if there is no job history for a maintenance plan job(s) in msdb.dbo.sysjobhistory. This can be affected by the SQL Server Agent | Properties | History settings on the server. If the plan has run in the past, but the history has been deleted, the message may appear even though the plan did actually start.
