Resolution
1- Verify Exchange server credentials are correct
2- Verify migration service account is not hidden in GAL
- Open Exchange Management Console
- Find the service account
- Right click and go to properties
- Uncheck "Hide from Exchange address lists"
- Select Apply | OK
