When you run the Directory Export process, you see the following error in the log file:

11:38:15 The server is not responding. The server may be down or you may be experiencing network problems. Contact your system administrator if this problem persists.
Also, when you open the Notes client on the NME server, you see the following:
You cannot use the Administration program while the Domino server is running. Either shut down the Domino Server (but keep the file server running) or choose the icon labeled 'Lotus Notes' instead.
1- Turn off User Access Control (UAC)
2- Reboot NME server
3- Run NME as Admin
