The encryption key is not able to decrypt the e-mail and needs to be regenerated.
Please check the following,
Is the QCS mailbox receiving e-mail from another mailbox that is not the QCS Mailbox from the other forest. i.e. local user or spam?

Here is an example of which key should be generated.
You receive the above warning on the branch side. This will mean if the encryption key needs to be regenerated it will have to be regenerated on the HQ side and applied to the branch side.
To create a new encryption key -
1. Open Collaboration Services.
2. Right click on Collaboration Services at the top of the tree view and choose properties.
3. Click on generate new.
4. Follow the prompts then transport the key to the other side.
5. Open Collaboration Services on the other side and right click on Synchronization Partners and click Configure.
6. Select the Registered branch forest in the list and choose update key.
7. Browse to the newly generated key then follow the prompts till the end.
