Difference report shows "added" and "removed" instead of "changed" -
Description
With Group Policies that have windows preferences modified, the difference report shows these as "removed" and "added" instead of "changed".

Resolution
When GPO changes preference from "Configured" to "not configured" this changes an xml fragment by adding or removing to the xml.
The difference report engine shows this as adding or removing.
This is considered to be working as intended.
