Unable to restore Oracle Archive Logs using RMAN directed

Symptoms:
Attempting to restore archive logs only via RMAN directed
restore job completes successfully without restoring any logs.
You cannot use the RMAN APM embedded in the Oracle 5.x APM to
restore Archive logs
RMAN is used to restore and recover a database only. Attempting
to restore archive logs using RMAN APM does not restore or
recover a database so will complete successfully without
restoring any files
