Description:
Restoring the SQL Server "master" database fails.
Symptoms:
Restoring the "master" database, which was backed via type VSS, can fail with the following error:
Failed to restore files for database master
Please ensure that SQL Server Instance ' ' is not running.
The SQL Server instance must be stopped before restoring the "master" database.
