Oracle backup hangs on - Starting Control file and SPFile backup
RMAN backup errors; Failed to submit job 'RMAN controlled backup' using plug-in.

Run the nvpluginaccess utility from the Netvault home/util directory on the NetVault server.
The nvpluginaccess utility allows you to set access credentials for The Oracle RMAN APM to submit a CLI (child) job on the Netvault Server to backup the control file and spfiles.
Usage:
nvpluginaccess -client <DBServer>
You will then be prompted for the plugin, NetVault account and password.
1 - The nvpluginaccess Utility is always run on the Netvault Server not the client.
2 - Client refers to the name of the client where the Oracle RMAN APM is installed
3 - Account refers to the Access Control account on the Netvault Server. Unless this account has been changed it is usually the "default" or "admin" Account.
4 - Password refers to the password for the access control account submitted above. If the default account is used, there is no password
