Title: Creating VTL fails with "exceeding license"

Description: Addition of VTL generates error messages relating to the physical library license.
Symptoms:
A Customer bought a license for a library with 16 slots but the library actually had 17. They also had a license for a 2TB VTL.
The process was:
1) tape library was added
2) the license was added and did not flag that the license was a slot short and missing DSD licences, and appeared to function correctly.
3) Then the VTL was added with X slots and Y drives. This failed to add correctly and was unusable.

The underlying reason for this is that the physical library licence is exceeded. Unfortunately, this wasn't flagged up while adding the physical library, but the trying to add a virtual library is enforcing this for the physical one. This needs to be addressed by obtaining the correct physical library licence - once it is licenced correctly, the virtual library can be added without a warning. A workaround for this is to add the VTL before adding any physical library.
