When vzShadow implemented (see additional information section), it's being invoked during guest quiescing by freeze.bat script, which is located in C:\Program Files\VMware\VMware Tools\backupScripts.d\ directory. However, on some Virtual Machines VMware Tools do not execute anything from that folder and as a result the backup is not application/data consistent.
Reinstalling VMware Tools does not resolve the issue.
It is a bug in VMware Tools. This happens on rare occasions for some VMs and the cause wasn't identified yet.
Rename freeze.bat to pre-freeze-script.bat and move it to C:\Windows directory (the full name should be C:\Windows\pre-freeze-script.bat). Also, please note that when such issue occurs, the VMware Tools do not pass any parameters (like freeze or thaw) into the script, so if there are some IF/THEN conditions based on parameters, they will be skipped.
