Restore to different host and different data store failed with “Failed to add VM to target server's inventory” and in the subtext of the failure we see “Fault string is 'Access to resource settings on the host is restricted to the server that is managing it: 'xx.xx.xx.xxx'.' “

vSphere 5.* locks the recourse of the ESX host not allowing access to the host data store’s directly through the host.
A Solution for this problem is to disassociate the host from vSphere server. To disassociate the host, do the following:
1. Using the vSphere Client, connect directly to the ESXi 5.0 host system.
2. In the left (inventory) panel, click the host.
3. In the right-hand panel, click Summary. From the section named Host Management at the bottom right, click Disassociate host from vCenter Server.
Note: You do not need to place the host in Maintenance Mode.
4. After you recover the virtual machine or the vCenter server is up after being down, add the host back to the vCenter server.
This does not appear to have any adverse effects to the VM systems running on the ESX server.
