Symptoms:

Items inside the mailbox displayed with '?' instead of foreign language characters. Even after restoring items still display with '?'.
Resolution

Change the "regional and language options" on the Exchange Server (Start > Control Panel > Regional and Language Options > Regional Options and Languages tabs).
