Seed import jobs fail immediately with "Object '/e75948a3_d2ca_42b2_bed5_8ecfa8475ee6/zcrhzadtp_habl7t6migbgbz_885916.rem' has been disconnected or does not exist at the server" error event. Further review of the logs shows this is a Debug level event:

WORKAROUND:
Please complete the following steps:
Close the Registry
Open Windows Explorer and browse to C:\Program Files\AppRecovery\Core\CoreService\coreadmin
Find the Web.Config file and open it in Notepad or a similar text editor
Find key="InMemoryHosting" and set the value to value="false"
Save and close the file
Start the Core Service
Start the Seed import job again
