When VMware High Availability (HA) is turned ON, you also have it configure so that there is a certain amount of resource reserve for failover. If this resource reserve is not configured properly, deploying a VA is going to dip into that resource reserve and so VMware will tell you that you have acceded resources and will not allow the action to continue.
To resolve the issue you can do one of the following
A. Turn off the HA deploy VA then put HA back on -Short term solution (not recommended)
B. Reconfigure or disable “Admission Control” so VM's will power on despite violating availability constraints. This way the HA is still on, and VA can be deployed.
