This issue can be a resource issue where job manager failed to start.
Job manager launches the plugin process and asks media manager to assign a target device.
This issue can be a resource issue on the NetVault server, allocating more shared memory to the NetVault service and allowing the NetVault process manager service to "interact with desktop" resolved this.
