During a QMM installation, upgrade, or uninstall the process is extremely slow. In many cases after the installation/upgrade is complete the QMM project can not be opened successfully.
The .Net assembly cache has become damaged
To resolve such situations, QMM console should be removed from the problem computer via Add/remove programs. Once fully uninstalled please perform the following:
1. On the console computer go to Control panel, Administrative tools, then launch Microsoft .NET Framework 1.1 Configuration.
2. Click on "Assembly Cache" within the left pane, and then navigate to entries starting with "Policy.7.1".
3. These entries are added when the console is first installed. Right click and delete all entries beginning with "Policy.7.1". Than close the snapin.
4. Re-install the QMM console.
