When publishing groups QCS is creating stub objects with global or local scope while Exchange 2007 organizations only support mail enabled groups with Universal scope. Is this a bug and how this can be fixed?
QCS by design retains group type when creating stub objects. Change request CR48837 was created to modify this behavior for Exchange 2007 environments. Please see Resolution for more details.
According to Exchange 2007 documentation and other resources, Exchange 2007 environments only supports mail-enabled groups of universal scope:

Note that although preexisting mail-enabled non-universal groups (i.e. - global or domain local groups) will be shown in this GUI, administration of these groups will be limited. Using mail-enabled non-universal groups can lead to unpredictable membership expansion, and is not recommended. Exchange 2007 administration tools will guide you in all cases to provisioning only universal-scope distribution groups."
As described above Exchange 2007 does recognize "mail-enabled non-universal group" and provides means to convert such groups to universal via GUI interface of Exchange 2007 Management Console. Multiple groups can be selected and after right clicking "Convert to Universal Group" option becomes available. This however can not be used as a workaround if stub objects need to be managed from Exchange 2007 Management Console. The next time QCS process changes in the publication group type will be reset back to local or global. Skipping "groupType" attribute is also not possible by design.
The only possible resolution is to convert such groups to universal on the source side where they are published. This needs to be taken into consideration prior to product implementation.
