Getting message "Task Scheduler service is not running" from Task Scheduler or Action Palette. -
Description
When I go to Utilities | Task Scheduler I get a message that says, "Task Scheduler service is not running".
When I try to open View | Action Palette I get a message that says, "Task Scheduler service is not running".

Cause
OS user privilege limitation

Resolution
The Account logged on will need a Power user or Admin privilege on the PC to be able to use this feature.

Additional Information
If using Windows Vista and this issue occurs, right-click on TOAD.EXE and choose 'Run as Administrator'. This will also address the issue.
