After upgrading RMAD Forest Edition, and the FR Agents on the DCs, if you perform a domain or forest restore using a backup that was taken when a previous version of the FR agent was installed, the "Restart DC in normal mode" step may fail with the error:
"Class not registered"
WORKAROUND:
Use the recovery console (while recovery in in the failed state) to uninstall and then install the Recovery Agent on the affected DCs and then re-try the "Restart DC in normal mode" step
