There are 3 possible resolutions to this issue
WORKAROUND 1:
The latest version of Group Policy Extensions can be downloaded at https://support.quest.com/softwaredownloads.aspx. This issue is resolved in 8.7 and higher. The latest version of Recovery Manager for AD can be downloaded at https://support.quest.com/softwaredownloads.aspx.
WORKAROUND 2:
You may also see this in the setup if Windows PowerShell or Microsoft Management Console is not installed or has the wrong version.
Microsoft .NET Framework
Your computer must have all of the following versions installed:
Microsoft .NET Framework version 4.0
Microsoft .NET Framework version 3.5 Service Pack 1
Microsoft Management Console 3.0
Microsoft Windows PowerShell version 4.0, 3.0, or 2.0
WORKAROUND 3:
Uninstall Windows Management Framework 5.1. WMF 5.1 also upgrades PowerShell to version 5.1.
WORKAROUND 4:
The installer looks for a String value named ApplicationBase that has a value of the path to the powershell.exe. If the 2 keys do not exist, the installer fails to validate the version of Powershell installed:

Value: ApplicationBase (String) set to: C:\Windows\System32\WindowsPowerShell\v1.0 - Key: SOFTWARE\Wow6432Node\Microsoft\PowerShell\1\PowerShellEngine\
