When a standby agent manager failed to deploy one or more agent packages during synchronization with the primary, it will turn to BROKEN state which is not eligible for fail-over.
The system should fire an alarm for this agent manager if it's under this state.
This is the scenario:
1. Install newest adapter car.
2. Edit the rule 'Agent Manager HA State Change Alarm', change the time driven to 00:00:01.
3. Deploy the HA agent like Host Agents to fglam or shut down fglam to make HA peer run into BROKEN.
4. Ensure the alarm is triggered with the message like the comment and email can receive.
This is a known enhancement request in Foglight referenced by Tracking ID FAM-7199.
STATUS: Enhancement request FAM-7199 has been added to the 5.9.2 and higher releases of the Foglight Agent Manager.
