While using Migration Manager for Exchange, you see the following error in the MAge.log and under Statistics for a mailbox(es):
"The server cannot service this request right now. Try again later."
You are performing a standard mailbox migration to Exchange 2013 + or to Office 365.
Resolution 1
Increase the MB size limit in the Project Options for the Target Exchange version (Exchange or O365). In order modify Project Options, you must import the DMMExPowerShell module into a 32-bit PowerShell session.
An example of the command is as follows:
8.13 and lower
Set-DMMEXProjectOptions -SizeLimitInMbPerBatchUploadToO365 100
8.14 and Higher
Set-MMEXProjectOptions -SizeLimitInMbPerBatchUploadtoO365 100

Resolution 2
If this issue only occurs for several specific mailboxes which are located on the same source mailbox database on the same Exchange server, then try moving the mailboxes to a new mailbox database on a different source Exchange server. This should rule out an issue with the mailbox DB/server and resolve any data corruption within the mailbox as the move will trigger maintenance on the mailbox. Then either resync the mailboxes or wait to see if the mailboxes complete sync afterwards.
