The WindowsAgent is not collecting most of the data. The debug WindowsAgent log shows that many queries are failing with messages like the following:

The queries don't return output when run from wbemtest on the monitored host.
A query that is not related to the performance counters returned successfully from wbemtest.

Perfmon took a long time to load. Perfmon reported the following message when it loaded:

Many of the counters that are typically available were not listed (Memory, Logical Disk, Physical Disk).
