This will check for missing triggers:

Null IDs are being inserted into the topology_property_value table. If you look at the spreadsheet output, it will show that required triggers are missing.
The trigger definitions could be extracted from the oracle_create_schema.sql script located on the FMS and re-run to create the missing triggers. That should allow the server to start. Then run the contents of the attached groovy script in the Script Console to finalize the update to the observation tables.
- Extract and run the create trigger statements in the $FGLHOME/scripts/sql/ oracle_create_schema.sql script
- Start the FMS and run the contents of the attached recreate-observation-table-triggers.groovy script in the Administration | Tooling & Diagnostics | Script Console -> Scripts tab +Add
