Migrating the NetVault Server and restoring the NVDB results in the NetVault Service not starting. -
Description
The same NetVault version AND NetVault Name was used for the migration.
The auditor trace shows the failure after the NVDB restore has completed and the NVBU service has restarted.
The auditor cannot decrypt the Postgres database password.

In order that the NetVault Services can start, the PostgreSQL NVDB service also has to start and keep running.
If the PostgreSQL NVDB service isn’t running, then NVBU Service will also not run.
This points to an issue restoring the nvpgdb.cfg file, because that file has the Postgres password encrypted using the original server's hostname as a key.
