Since upgrading from server 6.3 to 6.4, the license count is no longer seen and reports as 0.
A 6.4 appliance that has been upgraded from a non-English 6.3 appliance shows 0 for the "Licensed" column in the "License Compliance" view.
This only happens with appliances that were configure for non-english locale in 6.3 and where the “Applies to Cataloged Software“ attribute in the License asset type was moved to another position in the list.

This has been identified as issue K1-18330 License Compliance view not working in 6.4 after upgrade from 6.3
This issue is rersolved in v6.4 SP2. Please see the download site for the latest version.
Contact Support if upgrading from 6.3 or earlier, to the latest version.
