An invalid or problematic IIS custom certificate could be the root cause.
Resolution
1. Open the "Desktop Authority Setup Tool" from the Start menu. 2. Clicked on the "IIS Management" tab. 3. Check the "Security Certificate" section. 4. If blank, select "Create a self-signed certificate" and click Apply. 5. Once the certificate appears in the list highlight it and click Apply again. 6. The Desktop Authority Manager Service should now start and stay running.
