RESOLUTION:
If your developers do not see the Process Request Tab in the CSR, that means that their Stat user class that they are assigned to does not have the security right "Process Request Tab - Access". Go to Maintenance | Security Settings | User Maintenance, double mouse click on a row belonging to one of these users and look under the User Class column to find the user class for this user. Then go to Maintenance | Security Settings | user classes, locate and double mouse click on this particular user class. On the left hand side of this window expand "CSR Tabs" under "Unassigned Rights" and highlight "Process Request Tab - Access" security right then mouse click on the arrow pointing to the right to add this security right to the list on the right hand side under "Rights for selected class". Then mouse click on OK then mouse click on Tools | Re-cache codes or log out of Stat and then log back in. Tell your developers to log out of Stat then log back in and then open the CSR and look for process Request tab.
