There is a time drift between when an account gets locked out, and when Active Administrator is sending that alert. (You can see this drift in the alert itself, where it will note that a lockout event happened at 9 AM, but the email wasn't sent until 1 PM). Restart the server make the drift small but again it takes more time to send the alerts.
Try to login to AA server using the AA service account. After that try to run the AA configuration wizard and finish it successfully.
The time drift should correct now.
