Error when launching MessageStats console: "Unable to connect to QMS server" (4346584)

This issue can occur if currently logged in user account is not a member of MessageStats Admin group.

OR

If the hostname of the MessageStats is greater than 15 characters.

MessageStats computer has a local group called MessageStats Admin.  Adding accounts to the MessageStats Admin group automatically grants required permissions to open MessageStats snap-in and manage it. Add the account which gets this error message to this group, then log off and back on and open the MessageStats console.

OR

Uninstall MessageStats, rename the server so the name is less than 15 characters, then reinstall MessageStats.
