The Spotlight monitor connection is for a VM that is created on a Hyper-V cluster. The monitored connection in Spotlight shows virtualization overhead data. If the Hyper-V host for the monitored VM fails over, does Spotlight know and will it continued to show the correct virtualization over head data?

Spotlight will show the virtualization overhead for the Hyper-V host that is failed over too.
