This can have several causes.
1) A firewall on or between the Server and Client is not allowing the NetVault server to initiate a TCP session to the plugin. You can configure NetVault to use specific Ports or disable the firewall. See the NetVault Administration Guide for a list of ports used.
2) An anti-virus application may be preventing the plugin executable from running or opening a network port. Please configure exceptions in any anti-virus software to allow NetVault executables.
3) The client installation may have become corrupted. Uninstall the NetVault client software and then re-install.
