During the installation of the CA Web client, the installation will rollback with the following error recorded in the log when msiexec verbose logging is enabled:
ExecSecureObjects: Error 0x80070534: failed to get sid for account: NETWORK SERVICE
In the install log, we can see the installation detects the "NETWORK SERVICE" account does have a different name due to regional settings:
MSI (s) (84!AC) [11:46:30:335]: PROPERTY CHANGE: Adding NETWORKSERVICE_ACCOUNT_NAME property. Its value is 'AUTORITE NT\SERVICE RÉSEAU'.
However, it does not appear to use the regional account name during all portions of the installation.
The recommended workaround is to temporarily set the computer region and language settings to English (United States), install the client, and then set them back to the original language.
