An error is recorded in the SSAM migration log when an archive migration fails to complete:
Error: Unable to open mail file c:\program files (x86)\ibm\notes\data\archives\mailarchive.nsf for User Name on server - (525) This database is currently in use by another person or process, and cannot be accessed at this time.
Additionally a Windows event log error may be recorded:

Action taken: Access denied
A SSAM migration will fail if the anti-virus program is denying access to the SSAM program and the source nsf files required for a successful migration.
In this case the anti-virus product is scanning the Notes mail files and archive nsf files at the operating system file level and locking access to the nsf file while the anti-virus product scans the entire Notes mail database.
This results in the source nsf database being unavailable to IBM Notes and prevents the SSAM migration process from reading the source nsf file and that then results in an IBM Notes fault (nsd) which ends the migration process.
In this case the error is reported by Symantec End Point Protection but this can occur with any anti-virus product.
The SSAM product cannot work around the anti-virus process as the nsf is being locked by the anti-virus product before the SSAM migration process can open the nsf.
This will need to be resolved within the anti-virus product configuration to ensure that the source nsf files are not locked for access in IBM Notes.
Recommended updates for consideration:
Binary Tree would recommend excluding the .nsf file extension from OS level anti-virus scanning at minimum and utilizing a Notes plug-in for message scanning within the nsf email and archive databases.
Additionally it may be necessary to also exclude the IBM Notes program and data folders, SSAM installation folder, the PST Export folder and the OS temp folder.
Note: Any changes to the anti-virus processing should be checked and confirmed with the anti-virus software vendor along with the network security administrators.
